Chance to Miss (moving or high ground) Question

If a ranged unit is two terrain levels below the unit it is attacking, does the chance to miss from Gameplay Constants trigger twice? Say it is set at 25%, is it two chances of 25% to miss, or is the number of terrain levels irrelevant.
