True, and that's why I think religion blows. But I mean the political causes. There are small countries that are oppressed by larger, more powerful countries. They have no other option to break free other than hit and run guerrilla tactics - hence, terrorism.

... So you're suggesting that WE, the people in the Western World develop a virus that attacks certain types of people (arabians, etc) and knocks them out for a few weeks, and then unleash it on a country populated by THAT type of people, and this will turn the people against the TERRORISTS?

Actually it's more likely that the bioattack is seen as an unjustified act of agression, skyrocketing the Terrorist organizations reputation in the country and also causing more trouble for the once responsible for the bioattack.

If they're sick and disabled because of that, how exactly are they going to hunt them?
Also note that they could use the sickness to harbor more hatred towards the countries that caused it
It'd make it look as if the Western World actually wants to wipe them out
It'd end up with massive collateral, affecting thousands of innocent

Nobody with the flu is going to get pissed at terrorists and go spelunking in caves in search of them. They're going to sit on the couch, watch soap operas, drink fizzy drinks and eat chicken soup.

This stragedy is fail on fail. Some terrorists (in Afghanistan I think) mingle in more populated areas so that attempts to bomb them and such would kill a lot of innocents. Whenever this tactic comes to its grim applications and many civilians die, it has made the terrorists more popular. Sorry, but it always works to the their advantage. Even trial and error shows it.

Using nukes or other powerful weapons or even bio-weapons which kills many people (including civilians) will only make the terrorists stronger. Why can't the US and other nations which fight terrorism use the advanced missiles they make here in Norway which can fly under radars, follow rivers and roads, fly through windows and hit a dude with pin point accuracy without harming anyone else? Killing the bosses is the best tactic, not genocide.

Of course, this should only be the last resort. DIPLOMACY FTW.
