Tech Percentage (how is it calculated, and how to change it)

It's most likely the number of upgrades you researched over the upgrades available, posteriorly multiplied by 100.

For example, race R has 10 upgrades available, and you have researched 2 of them.
Upgrades researched / Upgrades available x 100 =
<=> 2/10 x 100 =
<=> 0.2 x 100 =
<=> 20%​

You have a tech percentage of 20%.

EDIT: You most likely want to change that, but it's almost certain that Warcraft has it hard-coded.
 
Could I trigger it to change the tech percentage?

Say someone gets to 60%, could I have it just set the percentage to 100 so the endgame stats are correct?

EDIT: I solved the problem, you were right about the hard coding. All the original upgrades must be researched even if you're not using them.
