Stun Siphon

Hey, was wondering if someone could look at creating an ability for me (usuing GIU pref.)

It basically does what siphon life/mana does, but instead, at each interval it will stun the unit (so a channel stun) and also at each interval it will hurt the caster X% of his max health (i can do the hurt part, just not at each interval)

PS. i don't care about what its called or about the tooltips, i can do that myself.
