SpeedBoost Spell

Hi! I want to make a speedboost spell for a item but i don't know how!

The problem is mainly that i can't make it to activate it self when i click on it :/ Iv'e been trying to change other spells with that feature but they don't have the Data speed increase tab.

Give it an ability based on 'Berserk' for example, and set the field Values - Actively used (iusa) to True. See other active items like Staff of Silence (ssil).
