effect or not, it must have a regular texture.
export it, open up in image editing software, save, import in the correct path (be it a custom model or an original one) voila.

that is all the information you get for the zero information you provided.
do you have the original texture ? do you have the original model and/or the wc3 path ? and what effect are we speaking of ?

go to geoset animations in magos then create new, then choose what ever color you like then check the "Use Color". of course you need to choose the geoset you want to be recolored.
easiest way to recolor a model without using any image editing programs.

open the effect you want in magos editor (default located in abilities/spells/race etc)
in case of death coil you can edit both DeathCoilMissile.mdx and DeathCoilSpecialArt.mdx
- edit the existing geoset animation of the green glow as described above
- go to node manager and edit all existing BlizRibbons and BlizParticles
save, import.
in object editor replace art - missile art and art - special with your models, test ingame.

basically keep editing ribbon/particle emitters and geoset animations until you get your desired result. (some spells do not have any geosets so just edit the emitters there)
