I am currently trying to make a "Heaven" arena, and want it to be in the sky, and I saw some maps have some sort of sky or clouds outside of arena. Is it possible to put this skybox, not in the sky, but as a tile or doodad, so I can create arena in the sky?

It's okay to use it as a doodad put in map. But i recommend you to use it as a sky file because it can adapt position moving with you camera. And you can use transparent tiles, add terrain-like doodads. If you use it as a doodad, for my experience, the polygon may deform in game when you scale it up.
