nope. Icons are mostly made in bigger size than 64x64, so, there should be source images with bigger size..

Well, im here not to give you drawing lessons, but bigger image allow you to add detalisation, color vibrance and overall work in literally bigger space. I produced a lot of icons and my first ones were made in 64x64 but most i've made in 640x640 and then resized to actual icon border size.
