Hey, I'm working on a map for a risk game (boring and overdone, I know).

Heres the thing, I am trying to make the map (of earth) as aqurate as I can, I am working hard to make every continent and country as perfect as I can possibly get it, and I am messing with fog, lighting and sea-transparancy to try and make it really quite pretty. The terrain itself (aside from small areas) will be mostly flat-elevated terrain above water (that way the continents can be made more 'bumpy' or keep it flat depending on the user's desired use.

The thing is, I plan to release this map, geography only (so before I turn it into a risk game) as a resource. So just the terrain of the earth, I do not care about being credited, I just think (if I can get it good enough), an accurate map of the earth could really be useful for map makers (because lets be honest, making earth everytime you want to make a map on earth is just tedius as hell)

My question is, am I allowed to upload a map as just terrain (with no gameplay at all) in the map section? I am a little confused as I believe it will be a useful resource, but some rules such as the gameplay one 'maps must be fairly fun' may prevent it from being within the rules...

Theories and suggestions?
