Is it possible to make the camera rotate so its facing vertically downwards? And is possible to play like this?

I guess it is not possible.

Unfortunately, I don't know any JASS.

It's not even about jass, RtC is an exe hack. It alters the programming of warcraft 3 and adds more events.
Zooming in and out with the mousewheel can't work really good, but it does do that standerdly so I guess if you ran a periotic trigger that set the birds eye view it might zoom in and out a littlebit.

An RTC advanced camera system might work on Battle.net I think... If you handle everything locally
