Simple particle emitter request

Can somebody please make me a simple effect model that resembles bluish white sparkles, it is a simple particle emitter that im struggling to create that is able to be attached to a hand or a weapon accuratly. Please. Just a simple stream of diamond sparkles that is fairly low down to be attached to a unit.
