Sim City Map- is it possible?

I'm trying to make a Sim City map but so far its a dead end road. But i know it is possible because I have seen a lot of other ppls maps like it. (i.e. Genesis of Empires, Heroes & Empires, etc...) but I just want a lot more options in city building instead of fighting it out with the other dude.

So far...
I got a thing called "Zoning" where you build like Commerical or Residental zones and changing them to either low, med or high. Now i need to know how to make so that civilans can move in and build on the zones, instead of you upgrading it... on Genesis of Empires it has something to do with the mana....

I want to make it as realistic as possible, with crimes, police officers, robberies, drug busts, etc... or earthquakes, blizzards, and floods. Be able to send out firemen when ur buidlings are burning, or Police men when a robbery's being commited. build a railroad with WORKING trains & designing a cab systems or other.

The basic object of the game is to outlast your oppoents.

any opinions? i would like to hear from ya'll.

Hmm sounds nice but such detale is a bit high and would causes lag or be imposiale to achieve.
Well I do know how to do some of it.
Uses when a unit gets 100% manna with the condition of it being a certain type replace it with a unit of type and set its manna to the old towers manna.
With fires make it that a unit apears that has the moble of a fire and the infernals perment imolation.
Then when the fire is spawned tell it to pick all firestations and create the number of firefighter units you want next to the picked fire station and tell them to attack the fire.
Roberies are simlar to fire but with your effect you want.
Desasters... well im sure thats easy enough that you can figure it out your self...

And by the way is this a multiplay ore a single player game :?:

A multiplayer sim city map would be 1) extremely big due to lotta terraining and units 2) extremely laggy because of mass triggers involved and mass effects used. I think it's impossible but for LANs or t1-godlike-supreme connection (I invented that word, it's 25¢ to use it :) ). Find another idea . :(
I know it's sad but it's the reality, a sim city map is impossible for multiplayer purposes.
