Background Story:
The Shadow Council is a cult of mortal warlocks that serve the demonic Burning Legion. Founded by Gul'dan, the first orcish warlock, the original purpose of the clandestine council was to ensure the stability of the Old Horde in their quest to destroy the draenei, and spread the use of fel magic across Draenor. In the aftermath of the Great Wars, the Shadow Council has expanded its ranks to include many races, splitting into several organizations acting for the Legion's interests across Azeroth and Outland. The Shadow Council itself was active during the invasion of Outland and the third invasion of the Burning Legion.
The Stormreaver clan was a small but powerful orcish clan created by Gul'dan at the onset of the Second War. Most of the clan was destroyed when Gul'dan ventured to the Tomb of Sargeras in search of the power therein, being either torn apart by the demons dwelling in the Tomb or slaughtered by the Black Tooth Grin forces sent to exact vengeance on Gul'dan for abandoning the Horde during its critical time. Some remnants of the clan remained, scattered in various covens of their own making or as hermits.

Well, even in the novel Rise of the Horde, Gul'dan and his Shadow Council did take control of the Temple of Karabor, which eventually became the Black Temple, and the Draenei were the ones who built it.

The model of the main building is almost the same at each level, you could make it so that it would be added to the height (floor) at each level.
The models are insanely good, but unfortunately they fall short in the TC department. In fact, the lack of TC is so bad that I'm not sure how useable they'd be in something like faction design for an altered melee. However, the models are still really really beautiful and well-made!
