Your best bet would be either joining the US-East or US-West realm, as those are where most clans are located. I've met many users from out-of-US to join those realms.
It's unfortunate, but sometimes you have to - If you really care for a consistent basis.
However, if you really don't want to, I won't force or tell you to any further, I can only wish you luck.
