Reskinning anothers Model?

Abit new to modding here, I was wandering whats the general feeling on reskinning another persons model? Ok with credit given? Or should one seek permission from the original creator?

Mainly I was hoping of switching the team colour with the teal robes on this model.

Generally, you'd ask for permission before doing anything, but considering this guy is not particularly active, I'd say go for it as long as you don't submit the little work you intend to do somewhere for honour and reputation. Oh, and you'll of course be giving the original creator full credit in this case.
