I found the source of the issue:
Warcraft 3 Classic Remastered
After I uninstalled this, I no longer had issues.
perhaps @Naruga can take a look into this.

Try playing with the video/options since I can't test myself as I need to complete all campaigns to be able to start The Founding of Durotar.
I'll try via the editor but not sure it works the same way.

Is your resolution set to the max of your monitor's?

Sounds like it's a game bug. I'm quite aware about a huge number of bugs and errors Blizzard has made in recent years due to Reforged.

1.Are you using regular PC or Laptop for Reforged???
2.Do you have the other games that work well???

I haven't even played Reforged just yet - and to make matters worse, my PC is currently under maintenance and I'm using an old Laptop from 2013 (which doesn't really capable for Reforged), so I can't test it right now.

Have you tried playing with the options, like disabling/enabling one by one stuff there? Also try running the campaign intro on the lowest, then medium and highest (unless you already use this last one) graphics settings.

I have, I even changed it to match my old 1.27b settings… still same issue

Strange. If it's not a graphics card/driver-game incompatibility issue, perhaps the installation got bugged either when it was made or when the game was patched. I know it's annoying but you could eventually try repairing the game.
I guess you're on Windows right?
By the way, does it not happen anywhere else? You could start more campaign chapters from each official campaign to see if it still happens, preferably those with the orc UI and Barrens tileset/terrain (so yeah, first thing to try is the RoC orc campaign; the Reforged version).

It's to be expected. I thought you were using a pristine install of the original game...
