Ramping Issue

Hey im trying to make some ramps leading into shallow water but for 70% of it it doesnt ramp it refuses to ramp. Is there a way to make it all ramps?

Ramps need room and level edges to be formed properly, post a screenshot of where you're trying to get this ramp to form.

Instead of ramps use the raise and lower tools to create a more natural shoreline...
