rainbow by RightField is a handy model, it's easy to use so it's a VERY simple solution.

I'm going to guess you did not mean in photoshop. You mean in a terrain. Wovlerabid gave you a very good solution, but you could simply use the glow doodad in the UTM (Ultimate Terraining Map). Make the different colors and place them to make a beautiful rainbow. This would look better than that model.
