i found that creating quests using GetLocalPlayer() causes a desynch, however maybe if you change the string to Undiscovered and the icon to the question mark for all other players, it seems possible, but if you want to mark a quest complete thats gonna prolly cause a desynch, try to not to use the quest menu instead, maybe use vexorian levelble spellbook, and then add the quests to the spellbook?
