Program...?

Hey, does anyone know of a program that takes one line of text, and turn it into another?

Example:

If I put in 'Hello World', and compile it (run it through the program), it comes out like <p>Hello World</p>

You mean like a WYSIWYG application for HTML? Yes, there are plenty. Web Page Maker or Dreamweaver might prove useful. If you need a free solution, browse here.

No, I don't mean an HTML editor.

I mean something that takes a line of text, runs it and displays different text.

Basically a translator, where I can add custom translations.

Sure.
If I type 'hello' into the program, and run the program, it takes that, and turns it into 'Nasi'ala' (which is from a language I made)

Well, I am not aware of a program like that. I mean, there are translators for other languages but I doubt there are any for custom languages. I will send you more info on pm.
