Problem with visibilty modifiers

I'm having some very frustrating problems with the visibility modifiers. Most of them I have eliminated through work-arounds and other methods.

I am trying to make a trigger that plays a cinematic. The cinematic pans all over the map and because of this I created a visibility modifier to emit visibility over the entire map. After the cinematic is over, I disable the modifier. However, the entire map still remains visible. I would like to at LEAST cover the map with fog if not Black Mask. For some reason in one version it covered it in fog and in another the entire map remained visible. The trigger files were exactly the same. And now the map is staying visible, and putting new visibility modifiers isn't doing anything.

Help?

It doesn't show the parts the camera panes to unless you have a vis modifier. I have found a way to solve the problem, but it doesn't make any sense. When I leave default forces on (choose your own team) the entire map shows. When I put everyone on a force that is unallied, fog of war works. When I add another force, again the entire map shows.
