i guess they themselves just can't explain what the quality is, but i'm somehow supposed to make an icon of that quality
Not sure why this has begone a discussion but,
If this has to do with it being "Useful" and not "Recommended" then take it up with @Footman16 because yes this is freehand i understand but everything that has 50% or more freehand involved does not accrue a "Recommended" roll. Being, a simple icon that does not really seem useful to the eye could just be set to useful so im not really sure why he is complaining to me about it and im not going to sit here going back and forth about it.
If you want a recommended rating or more, then put more effort and detail towards the pretzel or whatever it is and ill do rate it on that..

when you were swamped with icon backlog, you had no time to give me any feedback beyond
here, but you had time to tell @stan0033 to brighten and zoom in his ai icons
now when you have time, all you can give is "put more effort and detail"

The short answer here is no, art is subjective. When we say it needs more quality and detail that's hard to describe without just showing or making ourselves but the that defeats the purpose. Sometimes it's easy to give specific advice or feedback, other times its just not. Without making more vague statements like the "pretzels need to look better" the actual artistic specifics are something that need to be self-learned and evolve over time.
The best alternative is to look at other icons or art and to learn from them what defines quality.
If you want a philosophical book on the subject I can recommend "Zen and the Art of Motorcycle Maintenance" by Robert M Pirsig which dives into the definition and concept of "quality".

Yeah you're right we realised that rule made it seem like 50% freehand guaranteed recommended rating which isn't the case. But you're also right that yes we can't explain subjective criteria to you by their very nature.
