You can use War3 Model Editor to create a simple loading screen by clicking on Extras tab --> Loading Screen Creator --> Select the texture you want --> Generate
Are you sure you're saving it as .blp? Specify the exact name when you save it e.g. image.blp.
If not, load it manually in the texture manager and make it show via the material manager.
Open the loading screen model with a model editor and check its texture paths. Import your loading screen parts under the paths listed in the texture paths. Make sure the images are saved with the correct specifications and file type.
If you do that correctly then it should work fine. I am using custom loading screens in all my maps and always follow the same guide.
