Gyro doesn't listen to anyone no mater how much people try to reason to him and StormWarrior is StormWarrior. And Tleno is special case I admit but his forces are dwarves and humans and got right for certain level of tech long time ago. Rest however don't have tech-crap. Al, Trolman, SLA, Herian, Amargaard, Al'ar, I, Joke master, Chr2... basically all don't have it. So NO everybody doesn't have it.
