It's about the phones that have Broadcom BCM21553 chipsets (Galaxy Ace s5830i, Galaxy Y, Pocket and Mini I) If Broadcom release the drivers Biel can build CyanogenMod 7.2 (2.3.7), 9 (4.0.4), 10.1 (4.2.2), 10.2 (4.3) versions.
Here is the petition

Anything related to Samsung and being open - forget about it.
Let's first wait for them to learn how to make phones that can actually communicate with a computer through USB, that will be quite a big step (wasted too much time on this when installing CyanogenMod on a couple of Galaxy models).

Yes you are right for that they don't know how to create phones, just look Sony and HTC they are releasing ICS and JB for some old devices, and Samsung doesn't care and Broadcom should learn from Qualcomm to be open source just look how many developers has created CM roms thanks to Qualcomm...hope we will get the drivers.

Um what... Does this have anything to do with programming at all? What is this thread even about?

Are you trying to say that they have Windows Drivers for the phone in-house that they are refusing to make public? Are you trying to say they need to make drivers for various PC OS so they can communicate with the phone? Are you saying some platform is lacking the drivers needed to communicate with the phone?

No, it's for the developers to be able to create CyanogenMods. I though it was good to post it here or maybe should be in Off-topic dunno, let's the mods where they place this.

Not everyone has the slightest idea what a CyanogenMod is... It is not like the name is implicit of any meaning at all.

CyanogenMod is a free, community built distribution of Android 4.1.x which greatly extends the capabilities of your phone.

So basically the petition is about allowing a third party OS onto the phone instead of their proprietary OS?
