[Trigger] Permanent Special Effect

Hi!

I just have this crazy idea in my head (for a spell)...
So I'm asking if there is a way to make special effect permanent? I seen it once but i think it was in JASS.

Ok what i mean:
Lets say i use "TomeOfRetraining" model, as you know it vanish in about 2 seconds. So how would i make it that lasts up longer? (without using periodic time event)
