New face around

Not many might have seen it yet, but ralle made me admin of the resource section and mod of the "World Editor Help Zone ", and although I am a very busy man, I am going to do the best I can for this site.

As for today, I did some work on giving each section of the resource a small little description so people can see what is within.

I also enhanced the rules for the "World Editor Help Zone ".
