Well, I can understand that you don't want to buy a program for just doing 1 thing. Therefor I suggest using a free program. If you have ULEAD photo impact, you click on "adjust", "resize"
There are many alternatives too: Gimp, maybe even paint, ...
If you bought a scanner, usually you also get a free photo editing program that allows you to resize too. Personally, I always use my scanning software as I'm used to it.
