Should items spells be weaker than mage spells?

I made spells that deal damage based on stats for mages in the map I'm currently making. I also made items(scrolls) that allow you to use these spells available to all classes. I ran into a situation to what I should do with the scrolls, since if you use them a certain number of times, they upgrade(much like in FF Open RPG).

So, I was thinking: Should I make the spells on the scrolls weaker then the spells that the mages learn, or should I keep them the same? Since I plan on releasing my current map, I thought I should see what other people thought. Please be honest and thanks to those that participate. I will do what you guys think.

Initally no, but later on yes. However it also depends on the map but generally my approch is the above.

My reasion is if you learn somthing you constantly train to learn it. If you get somthing that makes you automaticaly learn it you would have no idea on the power you recieved or anything.
