Need help in creating a map

I'm trying to make a shooter kind of map but can someone help do these things:

1.When i order a unit to Attack ground the unit only attacks when i point it on an enemy,but when i point it on the ground the unit only walks there.

2.The units always automatically attacks an enemy unit.how can i remove that.
