You are limited to 16 tiles and 2 cliffs.
The 2 cliffs will automatically import their accompanying 2 tiles.
The 16 tile limit is due to the map vertex data only allocating a nibble (4 bits) to texture type. The 2 cliff limit is imposed by the game engine itself as the actual map format should support up to 16.

The minimum tileset for a map is 1 cliff and its accompanying texture.
