The only possibility for this are trackables, never worked with them,and they have heavy problems and I think they can't "notice" a mouseover but only a click.

Nah, not singleplayer only.
You can create a Mod and then more than one and even more than 12 player can play your map.
(yeah, this uses the singleplayer...)
And you can detect a Mouseclick.
But the player is only allowed to have one unit which is selected the whole time.
Then you force the player to press a key which is a hotkey for a point-targeting ability.
So if the player clicks the ability is cast and you can use this as a click.
