My oh my... Footman wars uses Start location as there region it would go something like this:
Event > Player 1-12 (do it for each player) finished constructing a building.
Condition > Unit type = townhall townhall = NEBase (Im prety sure this parts right)
Action > Variable - Set Variable Units = 1 for triggering player
New Action > create Units UnitType at owner of triggering players start location
Different trigger -
Event > Player 1-12 (do it for each player) finished constructing a building.
Condition > Unit type = townhall townhall = NEBase (Im prety sure this parts right aswell)
Action > Variable - Set Variable UnitType = Archer for triggering player

(Units Variable = Interger Array)
(UnitType Variable = Unit Type)

(If this isn't right and you still need help just PM and I'll find out the correct one for you.
