Mana regernation bug?

I'm working on a map, but now when my heroes cast a ability they generate the mana on 1 sek. even if they got (0 mana reg). A hero got a ability, it cost 200 mana and my hero got 240. when i cast it i loose the 200 mana, but get it back in 1 sek. Whats wrong?
