Making Quality Icons

OK so i don't know if this is the right forum for this question.
If possible please either answer the question or point me to the right forum to pose this question. I am New to all of this and sort of a newbie question but, What Program or programs are needed to make spell icons of fair quality at least? I don't think MS Paint is any good for it.

MS paint is a good program but it isnt that good. If you want a good program i would get "Photoshop CS3 or CS4" Or GIMP. I dont use GIMP but i hear its good. Also, yeah this is the write thread i would say. If you get Photoshop, then you might want too use these:

Both of them will put borders on your icons and make them in BLP format, For you too upload on to this site.

Try the Photoshop Alternative, GIMP 2.6.6
and for good icon borders, try Shadow_Deamon's Button Manager Tool.
