Though it kind of looks more futuristic and Sci-Fi than Fantasy or classic Warcraft III style, it could still prove useful to those who create such content. But it can also be used on abilities that enhance or increase mana points temporarily, or increase the effectiveness of spells for a few seconds.

It is written in the list of Authors that Jared Katamani is the artist this including the many other icons their name was included in from my other uploads. And as mentioned in the Mana Staff icon, which you first commented to, that I would've asked for permission from them but they're long inactive and couldn't get a hold of. You did follow up by saying this:
I assume this falls under fair use, and since I'm not gaining any monetary benefits or revenue from posting these, I thought it'd be okay.
