[Spell] Lower Cooldown

So I'm planning to make a spell that would instantly restore 50/125/200/300 mana of a target allied/player Hero and lower its ability cooldowns by 10%/15%/20%/25% for 7 seconds. Is it possible to make this out of pure GUI?
