Locking options (teams, players, races, etc)???

i need to know how to make it so there is a computer in the game and players are not aloud to change it... even hosts! ive seen many games like this and i dont know how they do it so plz help

Go to "Force Properties" and check "Use Custom Forces" and "Fixed Player Settings".
