I can't find a live soul that tried to create tuskar's Q from dota, or a similar spell.
I may be wrong, but till now... nothing. If you find or you created this or any similar spell, plz send me.

This skill would be very difficult to make without VJass. With VJass, doing things related to waiting and durations become much more simple due to TimerUtils. I also have a lot of experience coding abilities.
