you have to see first what ability mana stone has (or ring of regeneration).
then in ability editor modify field "data - mana regeneration per second" to be max number (to open field press and hold shift button, and then double-click the field) type 9999999999 and then add item into inventory of your hero... no mana loss... but, if you use that shift-clicking, like berzeker said, just hope that you WC3 won't crash. tru first "regular clicking" then if it's n ot enough try it with shift-clicking....

ok but why dont i have this data - mana regeneration in my world editor?

i go object editor and then item and open this item and dont have any of this that u say?

:S wierd

isent it easier to do a trigger for thsi item like make this item have 999999999999999 mana how i do this?

Its an ability... than you add that ability to your "mana regen item"

Step 1:
Go to object editor > Abilities > New custom ability > click on "item"(you have hero/unit/item) and search for "Item mana regeneration" and name it "instant mana regen" > than you have a line that reads:
data - mana regeneration bonus(as fraction normal) 0.50 >

Click on value and write 99999 and its done.

Step 2:

Object editor > items > new item (pick an item "sobi mask") > name it Instant mana regen(or as you like) Than you have a line that reads:

Abilities - Abilities Item mana regeneration > replace that ability with the ability that you made in first step("instant mana regen")

Step 3:

Win! Its that simple!
