Gameplay constants I believe.
 
In World Editor, under the Gameplay Constants, there's a new field where you can toggle item stacking. This thing only exists on the latest Battle.net patch.

If you want to limit an appropriate stacked items' charges, you have to modify it manually in Object Editor.

Look at the "Stats - Max Stacks" and "Stats - Number of Charges". The "Max Stacks" value is basically the number of initial charges * 10.

If you are using older versions of Warcraft, you have to trigger it. Check this thread out: Stacking Items
