So, as I understand it, you basically want to have an X% chance that the opponent will deal Y% less damage? So, maybe a 10% block chance, and then only 50% of the damage will be dealt?
This is definitely achievable through triggers, and it shouldn't be too difficult. I don't believe it's something you can do with the Object Editor, however.
