Issued order

I created a custom ability based on Item Illusions and changed its "Order String - Use" to "chainlightning", but when I create a dummy unit with that ability and order it to "Orc Far Seer - Chain Lightning" another unit, there is no effect (no illusions), aside from the dummy unit being created. How do I fix this?

this field has no effect whatsoever unless you are using ANcl (channel) as base ability

Is there a full list of Id # for orders in the game somewhere?
