[Import] Icon not showing cooldown as an item.

I've downloaded this icon to use as an item in my map, but the cooldown doesn't show up when the icon is used for an item. The cooldown will show up if the icon is used for an ability. Does anyone know why?

You need the active effect to be at the top of the particular items abilities.
