As A]mun said, that is because you probably haven't imported a DISBTN version of the BTN icon you imported. The DISBTN icon is the greyed out version. And make sure you set its custom path correctly, as described in the link provided above.

So if your icon is called "Blah," for example, the BTN's path would be: ReplaceableTextures\CommandButtons\BTNBlah.blp
And the DISBTN's path would be: ReplaceableTextures\CommandButtonsDisabled\DISBTNBlah.blp

To elaborate furthermore as what @BardBord said. For example in the icon you have an icon named Glaive Arrow so in the folder there should be a BTNGlaive Arrow file and a DISBTNGlaive Arrow file, so in the World Editor you should import both of them and then once imported in the import manager double click the BTN File which is the BTNGlaive Arrow and setup it's file path to ReplaceableTextures\CommandButtons\BTNGlaive Arrow.blp and the DISBTN file also into this path ReplaceableTextures\CommandButtonsDisabled\BTNGlaive Arrow.blp. Remember that you should check if the spellings are correct and in order or else it will not appear ingame, same process also goes for the PAS, ATC and UPGD icons. After that save your map and apply the icon to the unit\spell or whatever you want to put it in. and if you test it it should properly show up and the icon will not turn green when is like unresearched or pausing the game.
