Here are some tutorial links on how to make loading screen/ minimap preview image.

You will need a couple of tools to make them, but they give names of the tools, so if they can't be downloaded from there, just google it.
Also, even if he says "Only ULEAD can load TGA files", Photoshop can also open and edit them.
