I don't remember the name but since Ursa only has one passive ability... I guess it should be that one.

The ability is based off Incinerate.
You don't even need to trigger it.
It's an existing WC 3 ability.

Then again, I'm not sure if any changes have been since I last played.

Just give the item an ability which is called Vampiric Aura, which the target allowed is set to self only.
