How to paint models?

I want to know how to paint models/missels/effects?

I played DotA for a while. Then i noticed that the new Hero Ancient Appropination(dont know if its right) has the one missle of Dark Summon just in blue. I dont see anyway to paint it, i allready tried to found it here on THW but i found nothing. Now I ask you guys or girls. It would help me allot.
