How to make quest trigger like RPG and to make creep respawn like in dota

Why dont you read Tutorials section? Tere is ton of similar stuff.
about respawn system, go to spell resources and type respawn system, for sure few ones will appear.

There was a Hashtable system posted by the "Maker".
Usually you can find you answers if you search this forumn or trigger forumn so that you dont need a thread for it

While quest trigger is

Trigger editor>
New trigger>
Event:Unit enters quest region
Bollean comparison unit = hero.
Create quest named X with text Y
