How to lock Player settings

I've come across a problem:

I can't seem to find the gameplay constant or window where I can lock the player setting such as the race, handycap and so on. Where can I do that? Thanks in advance.

Go to Scenario >> Force Properties >> toggle "Use custom forces" and "Fixed player settings". Then the settings under the "player properties" tab (race, controller) will be forced upon the player.
